Who is eligible? Children living in Bexar County between birth and age three who are delayed in one or more of the following areas of development: Cognitive, Motor, Communication, Social-emotional, Self-help skills or children who may perform within their appropriate age range on test instruments, but whose patterns of development are different from their peers OR children who have a medically diagnosed condition with a high probability of developmental delay are automatically eligible for ECI services.
Who can make a referral? Anyone can make a referral by calling Brighton Center at 210-826-4492. Please have the following available when referring a child: Child's Name, Child's DOB, Child's address and phone number and Parent or guardian's name.
Is there a cost to enroll in the program? The following services are provided at no cost regardless of income:
 Evaluation/assessment
 Development of the Individual Family Service Plan (IFSP)
 Service coordination
 Translation and interpretation services, if needed
 Services for children with auditory and visual impairments who are eligible for services from ECI and local school districts
 Services for children in foster care or in conservatorship of the state
Families with children enrolled in Medicaid or CHIP, or whose income is below 250% of the Federal Poverty Level, do not pay for any ECI services or families who have medical insurance that pays a portion of the services. Other families pay a cost share determined by a sliding fee scale based on family size and net income after allowable deductions.
How soon before someone contacts me? Once a referral has been made, you can expect a call within 3-5 business days to set up the initial visit.
How soon will services begin? During the first 45 days, your child will be assessed to see if he/she is eligible. Once a child is eligible, services can begin immediately
